How to Verify Indian Degrees and University Credentials

India has over 1,000 universities and a well-documented fake university problem. The UGC publishes lists of recognized and fake institutions. Here's how to tell the difference — and what to check before hiring a candidate with an Indian degree.

Key takeaway

Indian universities must be recognized by the University Grants Commission (UGC) to grant valid degrees. The UGC publishes both a recognized institutions list and a separate "fake universities" list — currently over 24 institutions. A degree from a UGC-unrecognized institution has no legal standing in India and is not valid internationally. Always check both lists before accepting an Indian credential.

India's higher education accreditation system

India's higher education system is one of the largest in the world, with over 1,000 universities and 40,000+ colleges. This scale creates significant verification challenges — many institutions have similar names, regional variants, and affiliated colleges that complicate straightforward credential checks.

The University Grants Commission (UGC) is the central regulatory body for Indian higher education. Only UGC-recognized institutions can legally grant degrees in India. In addition, the National Assessment and Accreditation Council (NAAC) provides a quality rating (A++, A+, A, B++, B+, B, C, D) for institutions — similar to regional accreditation in the U.S., but not required for legal degree-granting.

India's professional regulatory bodies (like the Medical Council of India for MBBS, the Bar Council for law, the AICTE for technical education) add additional layers of approval for professional degrees. A degree must be from a UGC-recognized institution and from a program approved by the relevant professional body to be valid for practice in those fields.

The fake university problem

The UGC maintains and regularly updates a "Fake Universities" list — institutions that operate without UGC recognition or in violation of UGC regulations. As of 2024, this list includes over 24 institutions, concentrated in Uttar Pradesh, Delhi, and West Bengal.

Commonly cited fake institutions (not exhaustive)

  • Commercial University Ltd., Daryaganj, New Delhi
  • United Nations University, Delhi
  • Vocational University, Delhi
  • ADR-Centric Juridical University, ADR House, 8J, Gopala Tower, 25 Rajendra Place, New Delhi
  • Indian Institute of Science and Engineering, New Delhi
  • Viswakarma Open University for Self-Employment, Rozgar Sewasadan, 672, Sanjay Enclave, Opp. GTK Depot, Delhi

These institutions issue degrees that look authentic. Many use official-sounding names, printed transcripts, and sometimes even create fake online portals. A degree from any of these institutions is legally invalid in India and internationally.

Step-by-step: verifying an Indian degree

  1. 1

Check the UGC recognized institutions list

Go to ugc.ac.in and search the list of recognized universities. Note the exact legal name of the institution claimed on the certificate — many fake degrees use names similar to real institutions.

  2. 2

Check the UGC fake universities list

UGC maintains a separate "Fake Universities" list at ugc.ac.in/page/Fake-Universities. Cross-reference the institution name directly. This list is updated periodically — check current status.

  3. 3

    Run the institution through VerifyED

VerifyED's database includes Indian universities in both the recognized list and the diploma mill/fake universities list. A match on the diploma mill list is conclusive evidence of a fraudulent credential.

  4. 4

    Verify the college affiliation

Many Indian universities are affiliating universities — the degree is granted by the university, but coursework is at an affiliated college. Confirm both the college name and the affiliating university. Some diploma mills claim affiliation with real universities without any formal relationship.

  5. 5

    Request authenticated documents

For employment in the U.S. or other countries, request original mark sheets and a degree certificate with the university's authentic seal. For high-stakes roles, require WES (World Education Services) or similar credential evaluation that independently contacts the Indian institution.

  6. 6

    Use DigiLocker for recent graduates

India's DigiLocker system (digilocker.gov.in) allows graduates from participating institutions to share verified academic documents digitally. For candidates who graduated after 2015 from major institutions, ask if their credentials are available via DigiLocker — this provides direct government-backed verification.

Common fraud patterns with Indian credentials

Name confusion attacks

Fake institutions frequently use names nearly identical to legitimate ones. "University of Delhi" is real; "Delhi University" used by an unrecognized institution is not. "Jawaharlal Nehru University" is real (New Delhi); similar names from unrecognized bodies are fraudulent. Match the exact legal name to the UGC list.

Distance education fraud

Distance education in India is regulated by the Distance Education Bureau (DEB) under UGC. Not all programs are authorized for distance mode. Candidates sometimes present distance degrees from programs that were not DEB-approved. Verify that the specific degree program was authorized for distance mode at the relevant time.

Inflated marks and backdated credentials

Some credential fraud doesn't involve fake institutions — it involves authentic institutions where marks are inflated or dates are altered. This is harder to catch without direct registrar verification or WES evaluation, which contacts institutions independently.

Medical and engineering degree fraud

Medical (MBBS) and engineering degrees from India are particularly vulnerable to fraud because of their high value internationally. MBBS degrees must be from NMC (National Medical Commission)-recognized institutions. Engineering degrees should be from AICTE-approved programs. Always verify against the relevant professional body's approved institution list for these fields.

When to use a credential evaluation service

For U.S. employers hiring internationally educated candidates, third-party credential evaluation adds an important layer of verification. Services like WES (World Education Services), ECE (Educational Credential Evaluators), and NACES member organizations independently contact Indian institutions to verify enrollment and graduation.

Credential evaluations are typically required for:

  • Professional licensing (medicine, engineering, nursing)
  • Graduate school admissions
  • U.S. immigration petitions (EB-2, EB-3 visa categories)
  • Federal employment requiring degree verification

Even when not required, a WES evaluation provides employer protection in the event of a future negligent hiring claim — the evaluation creates a documented verification trail.
