How to Verify Japanese Degrees

Japan has one of the world's most centralized higher education systems — nearly all universities operate under Ministry of Education (MEXT) authorization. That structure makes verification more straightforward than many countries, but the process requires navigating Japanese-language sources. Here is how to confirm a Japanese credential is legitimate before a hire or academic admission decision.

Key takeaway

Japanese degrees from accredited institutions can be verified through (1) the MEXT school search database to confirm the institution is authorized, (2) direct contact with the institution's registrar for transcript and degree confirmation, and (3) a credential evaluation service (NACES member) if US-equivalent degree recognition is needed for employment or licensure. Japan has virtually no diploma mill problem domestically — the main risk is foreign diploma mills falsely claiming Japanese affiliation.

How Japanese higher education works

Japan's higher education system is tightly regulated by the Ministry of Education, Culture, Sports, Science and Technology (MEXT — 文部科学省). All universities, junior colleges, colleges of technology, and specialized training colleges must be authorized by MEXT to issue recognized degrees. There is no regional accreditation system as in the United States — authorization is centralized at the national level.

Japan has approximately 800 universities, 300 junior colleges, and 55 national colleges of technology. Both national (public) and private universities are included in the MEXT authorized institution list.

Degree types in Japan:

  • 学士 (Gakushi) — Bachelor's degree: 4-year university program (6 years for medicine, dentistry, veterinary medicine, and pharmacy)
  • 修士 (Shushi) — Master's degree: 2-year graduate program
  • 博士 (Hakushi) — Doctoral degree: 3-year doctoral program (5 years combined Master's + Doctoral in some programs)
  • 短期大学士 (Tankidaigakushi) — Associate degree: 2-3 year junior college program
  • 専門士 (Senmonshu) / 高度専門士: Vocational certificates from Specialized Training Colleges (専門学校 Senmon Gakkō)

Senmon Gakkō (vocational colleges) are common and legitimate, but their credentials are sub-baccalaureate. A candidate claiming a bachelor's degree from a Senmon Gakkō is misrepresenting their credential level — verify the institution type, not just whether it exists.

Step 1: Verify institution authorization through MEXT

MEXT maintains a public database of all authorized educational institutions in Japan. This is the authoritative source for confirming an institution exists and is recognized.

How to search

  1. Go to the MEXT school database: 学校コード検索システム (School Code Search) at mext.go.jp
  2. Search by institution name in Japanese (romaji searches may not work consistently — use the Japanese name if possible)
  3. Confirm institution type (大学 = university, 短期大学 = junior college, 専門学校 = vocational school)
  4. Confirm the institution is listed as authorized (設置認可)

Translation tip

If you cannot read Japanese, use the official English-language list of Japanese universities published by the Japan University Accreditation Association (JUAA) or the NIAD-QE database. Many major Japanese universities also have English-language registrar contact information on their international student pages.

Notable Japanese universities with strong international name recognition:

  • University of Tokyo (東京大学 — Tōkyō Daigaku)
  • Kyoto University (京都大学 — Kyōto Daigaku)
  • Osaka University (大阪大学 — Ōsaka Daigaku)
  • Tokyo Institute of Technology (東京工業大学 — Tōkyō Kōgyō Daigaku)
  • Keio University (慶應義塾大学 — Keiō Gijuku Daigaku)
  • Waseda University (早稲田大学 — Waseda Daigaku)
  • Hitotsubashi University (一橋大学 — Hitotsubashi Daigaku)

Step 2: Check NIAD-QE accreditation status

Japan introduced an institutional accreditation system in 2004. The National Institution for Academic Degrees and Quality Enhancement of Higher Education (NIAD-QE — 大学改革支援・学位授与機構) coordinates accreditation evaluation by seven certified accreditation bodies.

All universities must undergo accreditation evaluation every 7 years. NIAD-QE publishes a list of institutions that have received accreditation evaluation and their results. An institution that has not undergone evaluation is still MEXT-authorized, but evaluation results can indicate institutional quality standing.

For most hiring verification purposes, MEXT authorization (Step 1) is sufficient. NIAD-QE accreditation status matters more for academic admissions to graduate programs than for employment verification.

Step 3: Contact the institution's registrar directly

To confirm that a specific individual received a specific degree, contact the university's registrar or student affairs office (教務課 — Kyōmu-ka) directly. This is the same process used for any credential verification — institution authorization alone only confirms the school exists, not that the specific degree was conferred.

What to request

  • Confirmation that the named individual graduated from the stated program
  • Degree name, faculty/department, and year of graduation
  • Certified copy of diploma or official transcript (卒業証明書 — Sotsugyō Shōmeisho or 成績証明書 — Seiseki Shōmeisho)

Many Japanese universities have English-language inquiry forms for international verification requests. Response time is typically 5-15 business days. Formal verification requests may require a signed release from the candidate and a nominal fee (¥500–¥2,000 for certified documents).

For sensitive or executive hires, use a professional background screening company with Japan operations — they have established relationships with Japanese university registrars and can navigate language barriers.

Step 4: Use a NACES-member evaluation service if US equivalency is needed

If the Japanese degree must be evaluated for US licensure, professional certification, or graduate school admission, use a National Association of Credential Evaluation Services (NACES) member organization. NACES members follow standardized evaluation practices for foreign credentials.

Common NACES members used for Japanese credential evaluation:

  • World Education Services (WES): Most widely accepted, turnaround 7-20 business days
  • Educational Credential Evaluators (ECE): Common for Great Lakes region employers and licensing boards
  • Josef Silny & Associates: Specialized in academic and professional evaluations

A 4-year Japanese Bachelor's degree from a MEXT-authorized university is generally recognized as equivalent to a US Bachelor's degree. A 2-year junior college credential is typically recognized as equivalent to a US Associate's degree or 2 years of university credit. Evaluations are document-based — the candidate submits official transcripts directly from the institution to the evaluation service.

Diploma mill risk for Japanese credentials

Japan's domestic diploma mill problem is minimal — MEXT centralized authorization leaves little room for unaccredited institutions to operate inside Japan. However, two fraud patterns are worth knowing:

  • Foreign diploma mills claiming Japanese affiliation: Some offshore diploma mills use Japanese-sounding names or claim satellite campuses in Japan. If an institution is not in the MEXT database, it is not a recognized Japanese institution, regardless of what the certificate claims.
  • Senmon Gakkō credentials misrepresented as bachelor's degrees: Vocational college (専門学校) credentials are sub-baccalaureate. A candidate claiming a bachelor's degree from an institution that is in fact a vocational school is misrepresenting their credential level. Always verify the institution type, not just authorization status.

VerifyED's database includes Japanese universities and flags institutions with known credential fraud patterns. Search any Japanese institution name to confirm its authorization status and type.

Japanese degree verification checklist

  • Obtain the institution's full Japanese name and the degree name (in Japanese and/or English)
  • Search MEXT database — confirm institution is authorized and note institution type (大学, 短期大学, or 専門学校)
  • Confirm credential level matches institution type — bachelor's degree can only come from a 大学 (university), not a 専門学校
  • Contact the university registrar (教務課) for confirmation of individual graduation
  • Request a certified graduation certificate (卒業証明書) if required for the role or licensure
  • If US-equivalent recognition is needed, submit to a NACES member evaluation service
  • Check VerifyED for any diploma mill flags on the institution name
