How to Verify Turkish Degrees and Academic Credentials

Turkey has over 200 universities regulated by YÖK (Yükseköğretim Kurulu / Council of Higher Education). YÖK's digital diploma verification system (YÖKSAS) is the primary tool for authenticating Turkish degrees. Here is how to verify a Turkish credential, apostille documents, and get them recognized in the US.

Key takeaway

All Turkish universities are established by law and overseen by YÖK (yok.gov.tr). There is no private accreditation agency separate from YÖK — all authorized universities appear in YÖK's system. YÖKSAS (yoksis.yok.gov.tr) is Turkey's digital diploma verification database, allowing online verification of degrees by diploma number. Turkey is a Hague Apostille Convention member — documents can be apostilled through notaries and governorates. The most frequently forged Turkish institutions are METU (Orta Doğu Teknik Üniversitesi, ODTÜ) and Boğaziçi University.

Turkey's higher education structure

Turkey's universities fall into two categories: state universities (devlet üniversiteleri) and foundation universities (vakıf üniversiteleri — private, non-profit). Both types are established by parliamentary law and regulated by YÖK. There is no fully private university sector outside this framework.

Turkey's most prestigious state universities include Middle East Technical University (METU/ODTÜ, Ankara), Boğaziçi University (Istanbul), Istanbul Technical University (ITU/İTÜ), Ankara University, Istanbul University, Hacettepe University, and Bilkent University (a leading foundation university). The YÖK Atlas (yokatlas.yok.gov.tr) allows program-level search across all universities.

Turkish degree structure: önlisans (associate, 2 years), lisans (bachelor's, 4 years), yüksek lisans (master's, 2 years), doktora (PhD). Some professional programs (medicine, dentistry, law, pharmacy) have extended bachelor's programs (5-6 years) that combine undergraduate and professional components.

The primary verification tool: YÖKSAS

YÖKSAS (yoksis.yok.gov.tr) is the Turkish Higher Education Information Management System. It maintains records for all graduates of Turkish universities. To verify a Turkish degree:

  • Go to yoksis.yok.gov.tr and access the diploma query section (Diploma Sorgulama)
  • Enter the diploma number (diploma numarası) from the credential
  • Cross-reference the name, institution, program, and graduation year

YÖKSAS is the most reliable verification tool for Turkish degrees. A degree not found in YÖKSAS is either invalid or issued by an unauthorized institution. The tool is in Turkish but navigable with a browser translation extension.

Step-by-step verification

Step 1 — Search VerifyED

Start at VerifyED. Enter the institution name. VerifyED covers 912,000 institutions worldwide and flags known diploma mills. For Turkish institutions, VerifyED references YÖK data.

Step 2 — Confirm institution is YÖK-authorized

Visit yok.gov.tr and use the university search to confirm the institution appears in YÖK's official list. Any institution not in this list is not authorized to grant degrees in Turkey. YÖK Atlas (yokatlas.yok.gov.tr) provides additional program-level data and admission statistics.

Step 3 — Verify the diploma in YÖKSAS

Use YÖKSAS to query the diploma number. A valid Turkish degree will return the graduate's name, university, faculty, program, and graduation date. If no result appears, the diploma number may be invalid — contact the university's registrar directly to investigate.

Step 4 — Apostille for international use

Turkey is a Hague Apostille Convention member. Turkish academic documents can be apostilled through Turkish notaries (noterler) or district/provincial governorates (kaymakamlık/valilik), depending on the document type. The apostilled diploma or transcript is then valid for international recognition without further embassy legalization.

Step 5 — Request credential evaluation for US recognition

For US employers or academic institutions, Turkish credentials should be evaluated by a NACES member (WES, ECE, IERF). Turkish lisans degrees are typically evaluated as US bachelor's degree equivalents. Turkish 6-year medical degrees are evaluated as professional degrees. Submit official transcripts, the diploma, and apostille documentation.

Common fraud patterns

METU and Boğaziçi forgery

Middle East Technical University (METU/ODTÜ) and Boğaziçi University are Turkey's most internationally recognized institutions and its most frequently forged. Both have a significant percentage of instruction in English, making their credentials particularly attractive for misrepresentation in international job markets. Always query the diploma number in YÖKSAS and contact the university registrar directly for high-stakes hiring.

Foundation university name confusion

Turkey has over 80 foundation universities. Some have names that closely resemble well-known state universities. For example, Istanbul University (state) vs. Istanbul Kültür University (foundation) vs. Istanbul Commerce University (foundation). All are YÖK-authorized, but they have different academic profiles. Verify the exact legal name against YÖK's registry and check YÖKSAS.

Önlisans misrepresented as lisans

Some candidates misrepresent a 2-year önlisans (associate degree) as a 4-year lisans (bachelor's degree). These are distinct credential levels under Turkish law. YÖKSAS will show the degree type — verify the program level, not just the institution name.
