Visit moet.gov.vn and search the institution in the education directory. Confirm the institution is actively licensed. Any institution not in MOET's database is operating without government authorization and its credentials are not valid.
Step 3 — For VNU credentials, identify the correct member university
VNU-HN and VNU-HCM are university systems. The degree is granted by the specific member university within the system — not by "Vietnam National University" as a single entity. Confirm the exact constituent university name (e.g., "University of Science, VNU-HN" vs. "University of Engineering and Technology, VNU-HN") and verify it against MOET's database and the VNU system's official listings.
Step 4 — Direct registrar contact for high-stakes verification
For high-stakes hiring, contact the university's Phòng Đào tạo (Academic Affairs Office) or Phòng Công tác Sinh viên (Student Affairs) directly. Vietnam is not a Hague Apostille Convention member. "Vietnam National University" without a specific member university designation is not a degree-granting entity. Cao đẳng misrepresented as bachelor's degree
Vietnam's cao đẳng (college diploma, 2-3 years) is distinct from the cử nhân (bachelor's, 4 years). Some candidates misrepresent a cao đẳng from a college as a bachelor's degree from a university. A WES or NACES evaluation will correctly classify the level. Do not accept self-reported equivalency claims — request a professional credential evaluation.
Unlicensed private colleges
Vietnam's private university sector has grown rapidly, and some institutions have operated outside MOET licensing or have had licenses revoked.
